I believe that it has to do with this city um- possessing some sort of magic or mechanism that ultimately brings people from other worlds to here. I suppose there is also the possibility of forgetting a previous stay... or visit... as well.

People have arrived through the city fountain, literally, for example. Beyond that, I know very little on the actual inner-workings of the city.
