The more I think about it, the more inadequate the guides seem to be. I can hardly blame their creators--the City does not appear friendly to investigation.
Investigation of one another, perhaps...but I expect people would rather not talk about the last curse. At least not personally.
But I have to ask about another matter the guides haven't touched upon. What are the laws of this City? There are police forces in place to handle both powered and unpowered crime, as one might say here, but the definition of crime is lacking as far as I can see.
I'd be honored if the deities would clarify any misconceptions the people they look after might have, as well. If they don't know the laws, there's little hope for this place.
