As per the Chief's message, it was training time. Everyone who signed up for training (or was signed up by someone else) was ordered to an open square in the City

"Yeah Roxie-chan you l..." Yuri looked at Roxie...Then at the little reindeer thing...at Roxie...at the reindeer thing...And there was a bubbling within her that erupted in a squee. She picked chopper up and squeezed him, then set him back down. Trying to compose a little dignity she said "Reindeer-sensei is right. You need rest."
"Nine days. I'm fine. I can manage sixteen before I start suffering serious side effects." 'Serious' apparently must not include those odd welts on her face, or the way that it takes several seconds longer for the pupil of her left eye to adjust to the light than the right when she opens both at the same time. She looks down at Chopper, her expression as revealing of emotion as a brick wall. "I don't have the time to waste right now. I'm only here to expand the context of my thoughts for a little while and hopefully gain new insights."
"Whoah!!" Chopper didn't expect to be picked up and hugged! "Wha-what are you doing you stupid idiot!!!??" His words were fighting words but his demeanor was clearly happy. Was he even dancing there? "She called me a doctor!" Tony Tony Chopper, while bad at recieving compliments, was a happy reindeer.
Then he snapped his attention back to Roxy. "You will think better if you get some rest. Have you been eating properly?" If the girl wasn't looking after herself, Chopper had it in his right mind to send her to bed. Or at least not participate in training. Nine days with no rest was too much!
"I have eaten more than enough to comfortably sustain myself, including the extra energy wasted in unvented accumulation in my natural energy channels." Whatever the gibberish means, she seems rather confident about it. "I am fine."
The blue nosed reindeer sighed. She was as stubborn as the rest of his crew. All he really understood was 'I am fine' and could gather she was eating right. "Rest is still important. If anything bad happens to you during this training, you are to rest. I'll make you rest if I have to, you hear?" Doctors had to put their foot down sometime.
Chopper also noticed the poor state the girl was in and immediately came over to inspect Roxie. It was his job as a doctor to do so after all.
"When was the last time you had any rest?" Came the question in a high pitched voice. It was more than clear that she was exhausted.
