I also must preface this by saying some of what I"m about to write will come across as stereotyping, typecasting and generalizing but for the purpose of debate is necessary.
You seem to be defining African American culture solely as the Hip Hop/Rap/Gangster culture and leaving out alternative aspects like Jazz, Reggae, Protestant spirituality, the laid back-new orleans-soul food-sit outside all day-talking to the neighbors-attitude etc.
I think the most important thing at play here is not whether the man is black or white but where he comes from. Any man who has ever bothered me like that on the street has been, to be blunt, unintelligent & poor.
Most poor areas are, in fact, full of African Americans. Not surprising either that these people would be unintelligent. This is NOT to be confused as saying "black people are all poor and unintelligent and do not possess the capacity to change," but rather... statistics show that the most poor and uneducated locations have mostly black residents. Not because their minds are inferior... whatever the reason, and there are many, that's another debate.
So you're talking about black men who like rap music. Not surprising that Rap originated from South Bronx, a poor & uneducated area.
But anyway.. you SOUND racist because it seems like you're implying that black culture is detrimental to society. I would agree that gangs are bad and rap music is stupid. Be careful not to throw "black people," as an entire race, in that category though... because you're talking more about a social class than you are about a race. The white men who lived in the ghettos are just as awful.
