What would you do if TQC set a new rule where for every new member, somebody had to leave the community?

How would we decide who stays and who goes?

Update: What if all the pic posters/lurkers came out and participated so you couldn't just go by 'people who don't participate'?

We'd have to make an elaborate tier system, which we would always refer to in casual passing, but when it all came down to it, we'd never actually use it for its intended purpose, and would boot all the photo-post-only people.
