Body shop "lost" HOV sticker

I am about to sell my Prius, so I finally took it in to the body shop to have a dent removed from the front bumper (a bucket flew off a pickup truck on the freeway -- hit and run).

The owner of the shop I went to told me that they wouldn't remove my HOV sticker to fix the bumper. The dent was on the opposite end.

When I picked up my Prius today, they said that the sticker had to come off because they had to paint the whole bumper. Oddly enough, the "void" sticker that's underneath the yellow foil part of the sticker was not painted over, but still very much visible. Furthermore, the guy said that they didn't have the sticker, and that he's hoping his employee has it.

Obviously, I'm skeptical, and the whole thing has me thinking that they're selling stickers on the black market.

Two questions:

1. What can I do about the body shop?

2. I know the HOV stickers increase the resale value greatly. Is the HOV status still valid with one of the stickers missing/stolen?
