The above is a link to a livejournal post that I found through aedifica's journal. Evidently the government of South Dakota has banned abortions, even in cases of rape and incest.

"[Bill] Napoli [State Senator] suggested that if it was a case of “simple rape,” there should be no thoughts of ending a pregnancy. Letters by the hundreds appeared in local newspapers, mostly written by women, challenging Napoli’s description of rape as “simple.” He has yet to explain satisfactorily what he meant by “simple rape.”"
Enraged by this, the president of the Oglala Souix Tribe at Pine Ridge declared that she will be building a Planned Parenthood location on her own property, within the boundaries of the Pine Ridge Reservation, which, being a sovereign nation, are not bound to the laws of South Dakota.
