I was never keen on her look but I can't hate her because of this. Honestly, I never thought much about cultural appropriation for most of my life until I read a discussion about it online. I think a large chunk of people are unaware of how their behaviors make others feel and they shouldn't necessarily be ridiculed, rather, they should be educated.
I don't really get it. Like, I sense there's something not okay about wearing headdresses for fun, but I also wonder whether someone would see me wearing a dress or jewelry I bought in a foreign country as cultural appropriation, etc. I mean, if the art and personal embellishments of other cultures are off limits to plain ole white people, are they doomed to a lifetime of Uggs and miniskirts? No one's getting mad at indigenous peoples for wearing jeans and cowboy boots. Sorry for being crass, but I find these conversations frustrating.
Speaking for just myself here, but a lot of where to draw the line comes from the presentation. These are in all likelihood cheaply made and the lack of craftsmanship shows (granted, I'm sure Hot Topic isn't about making ornate pieces), plus, it's where it's being sold and is being made into some kind of hipster party accessory when, as stated in other comments, the original intent of these pieces in some Native American tribes is anything but. There's a difference between being inspired, in my opinion, and creating a cheap knock off.
Sorry, I misunderstood your comment. But, yeah, all the debate aside she does look very "Yeeeee"....which she kind of always seemed to look to me :/ And it turns me off.

Are you really not seeing the difference between wearing cowboy boots and religious apparel?
