And because of how he is I don't think he's ever said to Ianto. Though I might be wrong.

Good point. I think it can go either way; he might well say it a lot, or not at all, with exactly the same feelings moving him. I tend to think Jack can very easily express love (in the "I came back for you" sense) but perhaps doesn't because of various things having to do with being protective of Ianto, and wary of 21st century behaviour and expectations.

I'm hoping we don't ever hear him say "I love you" to Ianto, but I wouldn't bet against it.
