what is a "vote of no confidence"?

it's a parliamentary thing. it's basically an impeachment, only since in parliamentary systems they elect parties instead of people, it would theoretically just result in a switching of head of government, instead of a whole new election.

pretty much, yeah. it's a far more common process than impeachment since it's not a total overhaul.

makes sense. does there have to be a specific offence (as with impeachment), or just a general "you suck at this"?

just a general suckiness. which makes me realize that really it's more like a recall vote, only in parliamentary systems, i believe they check pretty regularly to see if anyone wants to take a vote of no confidence.

yeah, parliamentary systems get things done way faster than presidential ones. of course, they lack checks and balances, so if paul martin ever decided "hey, i think i'll fire the cabinet and appoint a stable full of horses to ministry positions!" it would be a little harder to stop him.
