Hallowe'en is meant as a celebration and, as has already been mentioned, not all costumes require a mask.

It was once a celebration of death and those who had died.

Have you never been to a masquerade party? Certain masks can be quite dramatic. They can accent the eyes or draw attention to the mouth, but the whole of the face isn't covered. I've not yet decided on a costume, but I don't intend to wear a full mask.
