1) throw out the old voting system
2) assign everyone over the age of 25 with a number
3) when voting time comes, everyone writes down a number. the person with the most number votes wins.

if someone (for some reason) wins a bunch, they only get to have the top position, and the person with the 2nd number is relegated to take over.
