Tom spent just over a year in World's End. He appeared, wounded, in the forest and was rescued by a small team lead by Ada Wong. He settled in after surviving an attack by Jack Krauser and had his various scrapes and bullet holes attended to.
Taking refuge in an abandoned house on the edge of the city, he was social enough to know people, but not enough to make immediate attachments considering the state in which he turned up. His time line now shifted to before Valentine's Day, Tom was subjected to his private ordeal all over again, and Harry Warden made a surprise entrance into the community. After a series of horrible killings, Tom came forward claiming to know who the killer was, and what was going on - that Harry had somehow followed him to the town and was responsible. Still unbeknown-est to him, he was the one committing the acts, and was eventually captured and jailed by Leon S Kennedy - a Task Force officer.
Whilst in jail, his condition was made known to the community and he was befriended by a sympathetic citizen named Alex Shepherd. The two became fast friends and were inseparable up until Tom's death a year and a half later. (By Alex's hand, no less).
He eventually became the town's blacksmith, working under Avari for several months, and spent most of him time welding stoves together and getting up to general shenanigans with Alex. Too emotionally damaged to pursue any kind of female companionship, it took him over a year to finally ask a girl out, though he was very close with Eileen Galvin for a long period of time.
Behind all the normality, Tom was having continuous trouble controlling Harry and sought to make several deals with the town's controlling forces, better knows simply as The Gods, to keep him in check. These worked out in varying degrees of success but something would inevitably go wrong and the cycle would start over again - this time with new vendettas and targets.
As Tom began to settle more and more in to the world, Harry became more and more agitated, a near physical force in Tom's mind after being separated for so long.
He eventually managed to hook up with a few girls, one of them being Elle Holloway, Alex's other best friend. Scared Tom was going to end up hurting her, Alex got involved, but it was too late, and Harry killed her. In a blind fit of rage, and seeking revenge for the murder, Alex confronted Harry at Tom's house, where he shot and killed him.
