I promised further details on Team Rikkai and Hyoutei Gym, so here we go~. (Mind you, these are just details on the Poképuri universe and everyone's part in it.)
Hyoutei Gym

He came to Hyoutei Gym with Atobe on the condition that he got to pick his name himself. ♡ Kabaji is a kind trainer who treats his Pokémon well. He teaches them the things that he believes to be important - kindness, consideration and generosity - and so they come off as being quite the easy team to beat. This is not, however, the case. Kabaji's battle tactics are well thought-out and obediently executed; the team is a well-oiled machine, and you'll come out of it at least frustrated, if not a little bruised.
PKMN BREEDER CHOUTAROU

Choutarou was an aspiring Pokémon breeder in Vermilion - the town's favourite boy, in fact; he was sweet, thoughtful and had a smile for everyone. You can bet Vermilion mourned when a hotshot Dragon trainer blew through and stole not only his heart, but the boy himself. Now at Hyoutei Gym, Choutarou spends his time holding his aggressively loving Lopunny at bay, and raising his Pokémon to be the best they can.
BLACK BELT HIYOSHI

Hiyoshi is an aggressive trainer. He appealed to Sakaki personally to be allowed to join the gym, and after an intense battle (which Hiyoshi did lose), Sakaki relented. Since then, he's been striving to be on top of Hyoutei's hierarchy of trainers. He aims to defeat Sakaki one day, but he has quite a ways to go - even Choutarou was a tough battle for him. (Not to mention a surprising one. Hiyoshi had never before met someone who was so ready to be friends after getting their ass kicked.)
BIRD KEEPER MUKAHI

Mukahi was the last of the five trainers Sakaki recruited when his gym opened. He was an up-and-coming Flying trainer, and Sakaki tracked him all the way to Hoenn to drag him back - and drag he did. Mukahi refused to oblige Sakaki's request until Sakaki defeated him. Luckily for Sakaki, this was done in short order. Unluckily for Mukahi, they picked up a stray on the way back to Kanto - a Chatot. These days, Mukahi's mostly occupied with trying to kill it. Kicking trainers' asses in the meantime is just a fringe benefit of the job.
POKéFAN JIROU

Jirou was the fourth of Sakaki's chosen trainers. He'd been touring the world, seeking out all the Pokémon he could find, and he battled along the way, a bit incidentally. His sunny personality and slightly strange habits garnered attention, but not nearly as much attention as his apparent natural knack for battling did. He only kept three Pokémon with him, but they managed to defeat nearly everyone they ran across, nonetheless. He was easily persuaded (with the promise of any new Pokémon he wanted) to come train at Sakaki's gym. In the end, though, he declined a fourth addition to his team - so long as he got to see new Pokémon whenever a trainer came through, he was happy.
DRAGON TAMER SHISHIDO

The third chosen trainer, Shishido was a cocky young Dragon Tamer, hailing from Blackthorn and sweeping the Johto region with both his good looks and his skills. When Sakaki petitioned him to come train in Kanto, Shishido flat-out refused. Nothing Sakaki did could convince him. It took another month or two before Shishido realized something - there was nothing left in Johto. He'd made his name there, and now he was idle again. Remembering Sakaki's previous offer, Shishido decided to travel to Kanto. His Gyarados, however, would not be going. Her home was in the Lake of Rage, so she asked to be set free before he left. However remorsefully, Shishido freed her and departed, swearing to visit.

Oshitari with his bizarre quirks and his fondness for Dark and Water types was a Cerulean City local who caught Sakaki's attention by complete chance one day. He single-handedly slaughtered several bikers' Pokémon, all apparently in the name of a teenage girl who was being harassed. It wasn't the nobility of the act that drew Sakaki's eye - though it didn't escape his notice, to be sure - but the elegance of the battle. Languorous and insouciant though he was, he was also Hyoutei Gym material - the best Sakaki had seen since Atobe. Oshitari wasn't difficult to convince, and he soon became the second trainer of Hyoutei Gym.
RICH BOY ATOBE

Atobe, as he will remind you, was Sakaki's first chosen trainer. He, himself, faced the Elite Four while Sakaki was a trainer there, and Sakaki was the trainer who stopped him from facing the Champion. While he is one to hold grudges, that is not the case here - Atobe has simply dedicated himself to one day defeating Sakaki. At that time, he intends to return to the Pokémon League in Kanto and become the Champion. In the meantime, however, he seems suspiciously content to remain just beneath Sakaki and continue thwarting the hopes and dreams of the few lucky trainers who make it past Hyoutei's seven other trainers.

Sakaki was formerly a member of the Kanto Elite Four. He obtained permission before his step down to found a Pokémon gym in his hometown, the illustrious city of Hyoutei. Truth be told, his descent from Elite Four trainer to Gym Leader was a thoughtful decision, with nothing to do with incompetence or 'losing his touch.' Perhaps, however, it could have been attributed to age. His place in the Elite Four was a trophy when he was in his twenties; as he grew older and battled trainer after promising trainer, he came to realize that the Elite Four was not where he wanted to be. Rather than burn holes in trainers' hopes and dreams, cutting them off so close to their goal, he wanted to be one of the stepping stones on the way to that goal.
Team Rikkai
Yukimura Seiichi, who climbed the ladder from Grunt to Admin in record time, has a number of followers who intend to help him seize control of Team Rikkai. He's discreetly gifted each of them with a nonstandard Pokémon, as a sort of promise - after his takeover, Yukimura intends to make a few... changes... to the status quo in Team Rikkai. More Pokémon of a wider variety, more subtle activity - by the time he's finished, Team Rikkai will be well on its way to Easy Street.
