Also, news flash, there are and always have been MEN creating shoujo manga. In fact, before the Year 24 Group, manga was almost exclusively made by men. So yes, men draw eyes like that. A number of them are why eyes like that are so common in shoujo manga.
Some male shoujo mangaka include: Maya Mineo, Shotaro Ishinomori (yes, that Shotaro Ishinomori), Kazuo Umezu (better known for his horror manga now), Nakahara Junichi, Takahashi Macoto (Here's a link, to show you how sparkly his eyes were drawn: http://fehyesvintagemanga.tumblr.com/post/3071230052/takahashi-macoto) and last, but not least, Osamu Tezuka who drew Princess Knight.
Currently, there's Meca Tanaka and Kyosuke Motomi creating shoujo manga.
So yeah. Male mangaka can definitely draw eyes like that. The style in which you draw manga doesn't have to have anything to do with your gender. Content-wise... I've noticed that gender can be a huge influence. It's not that female mangaka can't get down with their dirty selves, it's just that I've never seen a female mangaka write something like "revolutionary boobies" even in the most raunchy BL or josei manga. (Again, unless they're doing work for hire/franchise manga.) But generally, they don't go into slightly vulgar oogling territory like Kyujyo does.
Also, I'd disagree that 90% of his men look like little girls. It's more like 75%.
