erm, d'you mean people with lj free accounts (this is incorrect), or people with photobucket free accounts (also incorrect). or something else entirely?
my photobucket account is a free account, and all i do in photbucket is click "browse", then select the image I want. it loads the image and gives me both a url and an image tag. then, follow lj's tips on html:

I had a free lj account for quite a while, and I remember being able to post pictures. however, if my memory is wrong, do tell. but with photobucket, they have to let free accounts upload pictures because that's what the product does. *puzzled*
