If they don't want to be hassled with pennies, that's fine. Then they owed you a nickel. They shouldn't assume that you are gifting them three pennies; they should git you two.

I've never seen anything like this, but there are a few things it could be

I've been known to round sometimes on occasion, but that being said it's ALWAYS in the customer's favor. I would be extremely irritated if someone shorted me even three cents--it's the principle of the thing.
