On a general level? Senator Lee Crawford, the man who created the Metasensory Regulation Authority, which in turn became Psi Corps and pushed the legislation regarding the laws for telepaths through. From what I've read, Crawford wasn't a bigot; he actually thought he was doing telepaths a favour. So changing his mind on the way of doing us said favour would not change his personality, or his life. But it wold make all the difference for telepaths then and now.
If the question is just about people we personally know: Al, about staying in Psi Corps when I suggested to him running away together after I found out I was pregnant. It's the opposite effect from the other choice; changing this would not make a bit of difference to telepaths at large, but it would make all the difference for him and myself.
