Holding other people to your personal standards is silly in an environment in which you don't personally get to set the standards, because you are destined to be disappointed. You don't get to dictate when someone is "allowed" to show the world their first draft; it's not up to you to decree that posting a fanfic commits the author to finishing that fic come hell or high water. You are definitely entitled to believe that authors are writing for others if they choose to share their work publicly, but that doesn't make it true.

And you certainly may find it frustrating that people leave works unfinished -- we all do -- but you still have to live with the fact that it will happen from time to time and that there is no mechanism to change that, nor any real, actual moral imperative for authors to not do it. It's something you would like to be true, not an actual reality.

Just because you have a button doesn't mean it's an attack on you when it gets pushed. Your issues are just that - your issues. It's not everyone else's responsibility to steer clear of them; it's yours to deal with them somehow. That's life in society.
