Well, I think we can do that anyway.
They'll never admit they're clueless; that would immediately lead to awkward questions like
Who does have a clue?
What might this clue be?
How expensive will clue acquisition be for taxpayers?
How can we leverage this clue in future to mitigate the risk of any similar event?
None of which can be answered, since nobody has a clue.
In a larger sense, I think it's fair to blame Obama for totally failing to capitalize on this situation to get important things accomplished.
There is simply not going to be a better time in his first term to promote the reality that we need to grow up and wean ourselves off the OPEC boob... and that by doing so, we can create clean energy solutions we can then sell to the rest of the civilized world. And that by doing so, we can certainly help our economic situation.
But so far from realizing this and doing anything about it, he seems content to make speeches about government being in charge.
