If the future-hopeful goal is chaos with which to draw out the Admiral or, if the Admiral does not appear, to ultimately unite the wardens and inmates in enmity against the Admiral on account of his lack of concern during a time of great distress, instead of striking at locations with long-term-future strategic value such as the medical ward, strike in locations of immediate-near-future shock and destructive value.
