It has come to my attention that you have a criminal in positions of authority. Now, I admit, the Doctor has...upon a few occasions...done some good [he forces this out reluctantly], but his vigilantism should not be mistaken for justice. He is lawless, capricious, and unreliable and putting him in authority is foolish and dangerous. I understand that he is quite clever and sometimes charming and he may have misled some of you. Therefore, I recommend an inquiry into the appropriateness of him holding the position of Warden and offer to give my testimony as evidence against the Doctor.
