This is heartbreaking. Rose falling more and more in love with him by the minute - and him with her - and at the same time having to remember who he really is and why she can't let this go any further than she already has. I bet even the fact that they've gone this far is tearing her apart

It's a horrible balance of what she wants to do, what she can't do, and what she needs to do to keep from completely alienating human him. If she turned back now, it would not be a good ride back to Barcelona. Backing out at this point basically means a nasty breakup, another thing she wants to avoid with the Doctor.
He's not just dreaming of Gallifrey now, either; he's describing it to Rose thinking it's San Francisco. :( If she doesn't find the watch soon, she won't need it. It's all bleeding through, and it won't take much to bring it all back.
You'd be amazed how much Gallifrey = SanFransisco in the correct lighting. That aside, there would still be the issue of him in a human body.
And then there's Jack, whom Rose clearly loved as well. How did he die? Will

Maybe my favorite part: the Gallifrey memories, lovely and heartbreaking: "The sky would turn red with taillights, some nights. Throw in a sunset and it went all orange, like fall leaves. The trees didn’t, though. Those went silver with it. Just the leaves...“It was like another world,” he says, his voice fallen fully back into a whisper. “Oh, Rose. I wish you could’ve seen it...“I didn’t even like it that much. Not really. I was always leaving or tryin’ to."
