If you're really curious about Ten's clothes, specifically, have you considered asking Louise Page, who designs the costumes? I believe someone sent her an e-mail and received a pretty helpful reply. Dunno, just a suggestion.
Despite being a girl, I wish I knew where to find nice men's clothes. The Who characters have been sporting some excellent outfits recently.

Brown and blue are very hot this year. Prior to seeing any of the Ten episodes I'd actually bought two pairs of brown with blue striped trousers. They were winter leftovers so you could look at discount places.
Of course, when I saw *the suit* I said "shit, he's wearing my pants!" which is damned funny if you're English and less so if you're American.
And, I can honestly say that I've been wearing *my* black Chucks since 1980 - which is why the soles are coming off.
I've seen brown pin stripe suits around a fair bit recently (and I don't think that's all due to our Time Lord) so any men's clothing store should be able to sort you out.
