The grey stone building in the background in the FDR Presidential Library, the first publicly-owned presidential library in U.S. history. Roosevelt won enactment of a law providing for U.S. funding for and ownership of all presidential papers beginning with his administration.
Previously, presidents retained ownership of their papers. Since presidents did not receive a pension, most presidents made money by editing and publishing their papers and then selling them to libraries.
That changed, too, with FDR. Beginning with Harry S. Truman, all presidents receive a pension upon leaving office.
