Recent fees and registration drive bring questions of Vohemaro motives

Recent travelers returning from Vohemar have reported an increased push to register demihumans who request access to municipal buildings. Although not every demihuman has been asked to register, those wishing to access town halls, libraries or any other service building have been asked to pay a fee of over thirty dubloons to receive a photo id to prove they are a 'passive' demihuman.

The demihuman must have no criminal record and a human, Vohemaro sponsor for the license. There is also a sponsorship fee, a photo fee and a background investigation fee and a fingerprinting fee that must be paid in addition to the base fee.

Our travelers also report that these additional fees hide a multitude of sins, and Vohemar, being a confederation rather than a single nation has additional processing fees for each city the license is to be used it.

The Vohemaro mayors have released statements saying that the licenses are designed to combat terrorism, especially with the recent Lunasa bombings and Kropmork assassinations. There is no telling what sort of menace the demihumans might present and licensing will insure that all crimes committed by registered demihumans are immediately tracked back to their source.

Some skeptics might suggest that this is just a ploy by the Vohemaros to bleed their citizens dry and raise tax money to cover budget shortfalls or to start a war chest for when the tensions between Vohemar and Ivona inevitably heats up and becomes an open war.
