I think either whoever runs this place, or maybe just the Milkman himself... he doesn't seem like the other drones.

As for the rain... who knows?

If the Milkman elected himself, it would mean he's more powerful than whoever runs this place. Which is kind of scary, if you think about it.

But there's more than one of us, and it's not like anybody reads the newspapers anyway.
