Gale is toying with him.
Peeta has his back pressed up against a tree and he knows very well that Gale knows he's there. Because Gale is better at this than he is. And Peeta is loud no matter how hard he tries. He can't step on a dead dried up twig and not have it crack beneath his boots the way Gale somehow magically can. Gale can pass by squirrels in silence, but when Peeta tries it they immediately start up a chattering alarm.
So Gale definitely knows that Peeta is there, hiding behind a tree and spying on him. But he still strips off his shirt and his shoes and his pants and then Peeta had stopped watching because Gale was letting his hands linger way too long as he washed in the cold running stream.
He shouldn't be out here. Not outside the fence line and definitely not watching Gale Hawthorn, who should be a rival. Peeta thinks. He's not really good at any of this, this triangle they've got going on where Peeta and Gale vie for Katniss' attention. Peeta's fairly sure he's missing the point by wanting some of Gale's attention too. But Gale is missing the point by giving it to him and Peeta risks a glance, peering around the tree to find that Gale has his fingers wrapped around his dick.
Peeta sneaks away less quiet than ever. Gale has won this round of whatever it is they're playing with.
