Abilities
Character's Canon Abilities: He has an exceptional reasoning ability, and practices the fighting style capoeira, but has no superhuman abilities unless you count being able to eat as many sweets as he likes without gaining any weight.
Conditional: If your character has no superhuman canon abilities, what dormant ability will you give them? The ability to see through someone else's eyes. When focusing, L will be able to see what another person is seeing, though mostly this will be through quick flashes. He will be lucky if they last more than a second, and the strain will risk exhausting his body (he might actually need sleep!) The more he knows about a person though, the easier it will be for him, assuming they don't have some sort of mental defence up.
This will of course develop over a very long time. To avoid godmoding, I'd have to clear it with the mun before every time that he uses it. As the ability starts to develop though, he will experience it in split second visions, and only when he is intensely focused on someone. It will be more disorienting than anything until he gains some sort of control over it.

History/Personality/Plans/etc.
Character History: Born on Hallowe'en 1979, L Lawliet was an orphan. He was sent to live in Wammy's House, one of many orphanages founded by Quillsh Wammy, and the place turned out to be the perfect home for little L. It was geared towards furthering the abilities of exceptional children, and L was nothing if not that. He was a genius, and would later become the ultimate goal for the other Wammy kids, what they would strive to become. In fact, other children were raised specifically to become his successors later in life.
After leaving Wammy's House, L quickly made a name for himself as the private detective, using only the one initial to represent himself. He deliberately kept himself a mystery, never letting anyone see his face or even hear his real voice, and all communication went through 'Watari' - a persona of Quillsh Wammy himself. L become known as the greatest detective in the world; and Erald Coil and Deneuve, the second and third greatest detectives, were also his aliases.
This is about all that's know about L's past, up until the point when he joins the Kira case. He mentions having lived in England for five years, and that he was the tennis champion for the England Junior Cup, but that is also all he's willing to share.
When Kira started killing criminals all over the world, using a Death Note - a Notebook allowing the user to kill anyone whose name was written in the pages - L was immediately on the case. Police and detectives all over the world realise that it can't possible be a coincidence if so many people are dropping dead of heart attacks, but L digs deeper. He is the one to find the first victim of Kira, a criminal killed in a hostage situation in Japan. As the newscast was only aired within the country, that narrows down the location of the perpetrator. L then challenges Kira on national television - or so he claims. In truth it was only aired in Kanto, the most populated area in the country, but Kira falls for it. He kills the person he sees on the screen, who is actually a criminal meant to be executed at that time. L reveals his scam, and tells Kira to kill him. Kira can't. Within a few days, L has narrowed down the location to one area, and proves that Kira needs to know something about a person in order to kill them.
What follows is a game between the two. L studies the victims and comes to the conclusion that Kira needs a name and a face to kill. Kira hints that he is a student, that he has information known only to the task force assigned to the case. L points this out, and Kira then mocks him by providing facts that throw his theory out the window. L follows the leads anyway, and with the help of several FBI agents (later killed by Kira) manages to narrow down his suspects to within a few families by having them spy on police officers working the case. He immediately takes an interest in Light Yagami, a very bright young man headed for To-Oh university, and the son of the Chief of the National Police Agency.
However, when the truth of the FBI agents comes out, things start getting difficult for L. The police are, as expected, outraged that he would suspect them. And not only that, but all those agents died - are they risking their lives for this case? L can't deny that there's a possibility Kira will kill them. Immediately people start requesting transfers to other cases, threatening to resign if they don't get their wish, and eventually the initially huge task force is down to only five people. L though, had predicted that this would happen all along, and now that it's down to people he can be sure are dedicated to the case, he does something he's never done before. He invites the task force to a hotel room, where he lets them meet him in person.
Later on, he even takes it one step further. He can't get the idea that Light Yagami is Kira out of his head, because it would be such a simple, perfect solution. So when Light enrolls into To-Oh, L follows him. And during the opening ceremony, he reveals his identity to the other genius. Later on, after a very intense tennis match between the two, he invites him to join the task force.
The problem with the Kira case is that there is no evidence. Kira kills simply by writing down a name, so there are no fingerprints, no obvious murder weapon (and who would believe it), and he can kill people across the world. The only way to catch him would be for L to see for himself how he kills. For that reason, he needs to get close to Light. Luckily, Light is equally as determined to find and best L, as he does not take a challenge easily. For that reason, they pretend to be friends, and they pretend to work together, while waiting for the other to slip up.
The case gets increasingly complicated with the appearance of a second Kira. Tapes are sent to a TV station, predicting deaths to prove their validity, stating that the sender is Kira himself. However, L immediately realises this is a second person. That person is, in fact, Misa Amane, a girl whose parents were killed, and the perpetrator then later punished by Kira. She loves Kira, and wants to meet him desperately, and (unfortunately for Light, perhaps) she succeeds. She convinces Light to make her his girlfriend, and this will provide evidence to bring L one step closer to catching him.
Despite Light telling her not to, Misa Amane shows up at To-Oh University, and even though he hasn't been there for months, L chooses that day to appear as well. This could have been disastrous for the detective, because Misa has something called Shinigami's Eyes. She can see a person's name just by looking at them. Fortunately, he is already having her house searched, and arrests her soon after, before she has a chance to tell Light. He has all the evidence he needs that she is the second Kira, and is even more suspicious towards Light because of her relationship to him.
Light comes up with a desperate plan. He has himself arrested, and later gives up ownership of the Death Note, erasing all his memories of his actions. Misa's Death Note is given to someone else, who starts punishing people in his place. Eventually L is forced to release him, and the now amnesiac Light starts working with him to catch Kira. L does insist though, that the two of them are chained together 24/7, because he has a hard time letting go of the idea that Light is Kira.
Point in Canon: Chapter 55. The Yotsuba Kira, as they eventually called him, has been caught. Light has his memories back, but L is aware of the existence of the Death Note, as well of as shinigami - the Death Gods who are the rightful owners of the notes, and that can be seen by anyone who has touched their Death Note. Fake rules written into the Death Note are confusing him, and he's constantly pestering the shinigami Rem with questions, and wants to test the rules to see if they're true or not.

Character Personality: What defines L the most is his love of challenges. He is a detective who only ever takes on the most difficult cases, and he prides himself in his ability to solve them. He will guide the police from in front of his computer screen, looking at the clues and finding all the connections, and usually without leaving his room. His goal in life is justice; or so he claims. L is far from a good person, and seems to think that the means justify the ends, and in his case, the end is for him to find the solution.
We see several examples of this throughout the manga. After arresting Misa Amane, L is determined to get the truth about Kira's powers out of her, and even authorises the use of "mild torture". Once he does find out about the Death Note, he wants to test its powers - and would if he task force didn't disapprove. In fact, when he questions whether one of the rules written in the note is true, he suggests testing it on criminals who have been sentenced to death. The rule is that anyone who uses the Death Note has to keep using it, or they will die within 13 days. He says that they can offer that the user has their execution absolved, and seems to think this is fair.
L is a genius, and, like a lot of people with a brain bigger than their body, has no idea how to behave in social situations. It doesn't help that he hardly ever interacts with people unless it's through a computer, and that the only person he speaks to regularly is Watari, a very kind old man dedicated to helping him. This means that when he is forced to interact with other people, he'll come off as rude, eccentric; he can and will make them uncomfortable. He seems clueless about social norms, and chooses to ignore them even when he is aware that others are looking at him funny.
It is said that L has the powerful ability to act like a fool. His ridiculous behaviourisms make people underestimate him, and allows him to get away with more. He will do something ridiculous and, at the same time, state something outrageous; and the former lessens the shock of the latter. He can make seemingly wild accusations, but because he is an eccentric known to explore every option, the people who know him are not as insulted. Or at least, not always - he does get himself in trouble a few times, and scare off some of the task force this way. Still, that had also been his plan all along, and again says something about how far he's willing to go in order to test people. Those remaining were those he could trust (at least more than the rest).
L is also an extremely paranoid person, which is understandable considering his profession. He does take it to an extreme though, and never even learns to trust the task force completely. He says that Light is his friend, but he never stops believing that he's Kira, even when the evidence tells him otherwise. He also doesn't like sharing much, especially not his theories, or the exact extent of his beliefs. He states repeatedly that the likelihood of Light being Kira is 5% or 7% or similar, but what he really means is 95% - L is a liar.
L also describes himself as childish and says that he hates to lose. This is part of his love of challenges, and when Kira offers a challenge, dares him to take one step closer (and one step closer to his potential death), he takes it. He will not be seen as a coward and he will not back down. He is a bad loser, and he will search forever to find a way to twist the truth until he didn't lose at all. That is why he never stops believing that Light is Kira. The solution is too simple, his gut instinct tells him so, and if he admits he was wrong, he's lost. It's something he's called out on repeatedly, but he's too stubborn to ever change his ways.
He's not a bad person, though, and he can get attached to people. He says he cares about the task force, although that might have been a lie. He does seem to honestly care about Watari, though. The problem is that he is incapable of empathy. He is too focused on what he's doing and completely forgets how it might affect everyone. At one point, Light has to outright ask him how he would feel if he was under constant suspicious of being Kira, and L has to admit he wouldn't like that at all. It doesn't stop him, though.
Sometimes, he almost seems to understand how people feel, though. Unfortunately, that is when he decides to use it. He can take advantage of people's affections, of their pride, and twist it so that they will do what he wants them to. It's all for the sake of solving the case, and like I mentioned earlier, the ends justify the means.

Character Plans: He will use an alias while in Sirens Port. Probably several, in fact. He will start off by introducing himself as Deneuve, in order to attract the people who know about him and find out who else is trapped in the city. He will keep this name when he interacting with people, and to be friendly when necessary, and gain accomplices if needed.
He will want to infiltrate both AGI, SERO and the new organization by the newcomers, and will need new aliases for that. He'll want to find a way to do this without showing his face, if possible, and might decide to tell someone else to go there in his place. On the other hand, there are few people he can trust, so that will depend on his connections. Either way, this is something that will happen over time.
He will never stop being a detective. Most likely, he'll find someone reliable to order around; he'll solve cases and tell this person where to go and who to arrest. And never show up in person, of course.
There is also so much plot going on with the Death Note cast already, so everything depends on them as well. He'll have to get involved, and that might affect what he does around the city on his own, or how quickly he can manage it. He won't like that people there know about him already, but he'll just have to adjust and find a way to turn that to his advantage.

My name is Deneuve. I just arrived to this city. Ah, but do not worry about explaining the situation to me, as my Greeter already gave me the details I needed.
[there is a pause, as if he's considering something.]
I would like directions to the nearest confectionery store, however. And perhaps to meet my new neighbours.
If I am going to be stuck here for a while, I should make the best of it. It seems like an interesting place.

Third Person Sample
L looked around the room he had been assigned, trying to adjust to the idea of living there for the next month. It was dusty, which tickled his bare feet as he took a few steps towards the bed; which creaked as he sat down on it. The wallpaper had either not been properly put up, or someone had found it as horrid as he did, and attempted to tear it down. It wasn't that he paid much attention to the way a room was decorated, but that particular shade of yellow hurt his eyes to look at.
He sighed and pulled his legs up on the bed a well, toes curling against the covers. It was cold, as well. He had never been very fond of the cold, although the weather here reminded him of England. He supposed he could get used to it.
The difficult part was accepting that he had somehow ended up here. It could, of course, be a hallucination of some sort. It could very likely be a dream, as well; or he could be in a coma. However, assuming as much would be useless. He could not just lay down and wait to regain consciousness. If it turned out this wasn't a dream, then he would have wasted valuable time, and returning to Japan and the Kira case would take him that much longer.
No, he would have to assume this was all real for now.
He had been given the information, of course. He knew about AGI and SERO, and the Core. L wasn't sure what to make of all of it-- no, that wasn't exactly true. He already had his theories, but he had no evidence. That was something his Greeter had been unable to offer. Not that he would have taken the man's word for it.
L bit his thumb thoughtfully. His other arm was wrapped around his knees, and already he was more focused, able to forget that he was shivering, and the incessant dripping of the sink in the bathroom (he would have to have that fixed). Had he been kidnapped? It seemed likely, though he could not imagine how. Though considering he had stood face to face with a shinigami, accepting that someone could transport him from one location to another in only a split second was not hard. That did mean it was something supernatural, because he would have heard of it had someone developed that technology.
Was that another ability of the shinigami? Though why would Kira want him here? Perhaps a different shinigami had done it? And why had he not heard of this city before?
There really was very little he could conclude with his current knowledge. After a few moments of going back and forth over the few details he had, L pulled out the NV he had received. It really looked tasty, and his lips quirked upwards before he flipped it open. According to his Greeter, he should be able to find information there, as well as communicate with other inhabitants of the city.
And it was only a few minutes of browsing before L's lips had widened into a grin. A few of those names were undeniably familiar, and he felt a little thrill as he skimmed over what conversations he could see.
It seemed he wasn't alone here, after all. And they were certainly making things interesting.
