Effectively, Knives is trying to reestablish his old levels of power here in the City, primarily through the man known as Chapel, who was a prominent, if not top, member of the organization known as the Eye of Michael. They are basically an organization of contract killers devoted to Knives. Should Chapel reestablish the Eye here in the City, Knives could potentially have a large number of people to do what he pleases with.
