In Malden, elaborate, signed works of art are appearing on utility boxes. I believe the municipality is actually paying the artists.

Philadelphia has public murals and public art. I believe a certain percentage (1%?) of the cost (or some number) of every commercial bldg, maybe of a certain size or bigger, must be devoted to public art. Hence, e.g., the refracting iridescent spire in the front of -- not "in front of"! -- the building where I work. See http://g.co/maps/wa9s4 -- it's behind the flagpole, but you can get an idea of it. There is also a big public murals program, but I'm at work and it would take too long to get good links to it; you can Google philadelphia murals.
