I have a theory that makes this episode's existence okay. No, really:
It's all Penguin's fantasy. Everything lines up that didn't before. There's the silly beginning and implausible ending, the way utterly new, never-before-heard-of tricks such as, oh, bribing henchmen worked without a flaw, the casual and pervasive misogyny of the writing, the way Jim Gordon turns into Supercop and the rest of the police department turn into dancing, singing backup that is so sorry for ever having doubted his sparkliness...
The alternate explanation, that this episode is what the writers intended to actually have happened, is too awful to consider.
