I agree that completely shutting off the internet is a bad thing. Cogent is an independent company and can make their own decisions, and if it hampers Russia, I ain't gonna lose any sleep over it. Society around the world have grown dependent on the free flow of information, even though a lot gets filtered and twisted, and that is definitely needed in this situation.
I'm with ICANN that completely isolating Russia from the internet would not be a wise thing to do.
The Russian legislature passed a law decreeing a 15 year prison sentence for passing "false information", i.e. the truth, about what's going on in Ukraine.
If he has half a brain - which, based on past performance, is questionable - he'd see how the country and world has turned against Putin, much to Putin's surprise, and wouldn't go anywhere near such legislation or activity.

If nothing else, who in the right mind would go to a country that is at war?
I hate to think of the treatment that Ukraine prisoners are getting. :o
