People should be issued CIDs (Cool Identification Cards). Then upon renting/purchasing/viewing certain films- ones CID-enforced- they must be carded. This would go for art, books, music, etc. as well. To attain a CID, people would have to be reviewed by a CID officer, and show signs of progress.
Of course, CIDs would have levels of access, with level 10s having complete authorization to all media, and lowers being limited.
