Threadhopping with this character?: I don't mind at all as long as it's done well~.
Backtagging with this character?: Don't care.
Hugging this character?: No problem. Don't necessarily expect much of a reaction though.
Giving this character a kiss?: He will most likely laugh in your face if you actually try to seriously kiss him. And not in a nice or nervous way. In a mocking way. But go for it!
(Something more intimate?): ....See above. Izaya is very uninterested despite how flirtatious he acts. He'd probably laugh at any serious advances. However, I am perfectly comfortable with playing out intimate scenes with the appropriate development/connection. Your character can try though! It would make for an interesting scene, I'm sure.
(Relationships?): ...Also see above. Not that anyone sane would actually want to be in a relationship with Izaya, but he is very much uninterested towards these sort of things. Even if he did get involve with your character, I wouldn't hope on him falling in love or anything like that. Chances are good he would, yet again, mostly mock your character for insinuating that he's even remotely interested enough to date them. He may flirt, but there's a 99.9% chance he's just doing it to get a reaction out of your character.
Punching this character (provided they can fight back): Oh hell yes. Note though; Izaya is unnaturally fast and very observant. Chances are very good that he will dodge a punch thrown at him easily. After all, he spends his life dodging vending machines and street signs.
(Injury?): If you can catch him, injure him all you want! May I suggest a sneak attack?
(Death?): Same as above! But he is considered quite the flea, so killing him won't be such an easy task. If you do want to have Izaya die, I would like to discuss the details and such with you- of course.
Is there anything you do not want mentioned near this character?: Everything is fine. Although you might see a tiny bit more of an interesting reaction if you mention a certain blond's name...(ahem, Shizuo Heiwajima)
Is there anything you need us to know about interacting with this character? Yes. Izaya is incredibly observant and very talented at reading people. I do not want to come off as metagaming. It will never be unreasonable by any means such as Izaya knowing some deep, dark secret. But if your character is nervous and is trying to hide it, he will probably, definitely be able to tell. It's in his character to do so. Also, he is an informant broker and he does stalk and investigate people he is interested in. Therefor, it isn't unlike him to know any information provided through public posts your character has made. Like video updates, texts, whatever.
He will go to a character's journal and look back if he wants to and apply that information (any IC information!) to how he interacts with your character if desired. He will probably harass your character. Oh yeah. And it's not entirely uncommon for Izaya to try and make your character kill themselves. No, really. He also might try to drug their drinks as well. And maybe shove them into suitcases. It depends on the day. I will naturally ask your permission to do those sort of things though- don't worry, ahah.
He also will not be afraid to use his flickblade on your character as he pleases. And he likes to keep a stash of unhandled blades on him for fights sometimes. Keep in mind that our sweet little Izaya is a parkour master. He's pretty fucking fast and very observant of his surroundings. He won't be easy whatsoever to catch or hit. He's not afraid to provoke fights and whip out some spare blades but chances are good he'll run away. He likes the chase. One might argue he's a little too inhuman to be human but who really knows anyway?

Anything else, please mention here: I don't think so! Please feel free to comment with your own permissions alluding to how Izaya can interact with your character. I like plotting too so if you're interested...speak up!
Permissions From Everyone Else
Izaya is a very intrusive character. He more than likely will have a folder on your character at some point. He is an informant after all. Also, he can be randomly violent or effective towards your character in severely negative ways. He enjoys "playing" with people and observing them for their reactions.
So, it would be lovely if you could answer some of these questions for future interactions. It'd very helpful.
Would Izaya be able to get a picture of your character?
He keeps pictures inside of his documents. This can either be him taking a picture or stealing one from someone. If you like, you can even post a picture that I could use. I'm going to give him an informant's page on this journal to organize everyone's information he has so when someone does ask about someone- he can sell it.
Would you mind your character's information given on this page being distributed if he were asked for it?
Granted, this doesn't happen often. However, I understand how some people might not want their character's information leaked to avoid things happening. It could always lead to dramatic things after all~.
What basic information would Izaya be able to collect about your character?
This means things like age, date of birth, where they're living, maybe if they have a lover, pets, anything pretty simple and easy. Things that could easily be learned if he stayed outside the home one day or looked through someone's wallet. It can be false information or legit. Doesn't matter.
What detailed information would Izaya be able to gather about your character by doing thorough research-if any?
Granted, this is pretty rare that Izaya will really dig deep into a character. This pretty much means he'd hack into their computers, root through their homes, anything that could give him more information about them.
What about their world could he find out?
Pretty self-explanatory I think.
Would you mind if he was able to tell, to some degree, what your character was feeling or thinking?
Izaya is very talented and skilled at reading people through words and body language. This isn't mind-reading at all. It's basically like when you can tell that someone is upset because of their expression or when they're happy because they're bouncy. Except Izaya is really good at it. He can pinpoint more precisely what's wrong or what's happening than others might be able to.
If the situation was appropriate, would/can Izaya be able to drug your character into a slumber-like state?
Would you mind if this happened? Also, would your character even be impaired? For example, when Izaya tried to drug Sebastian (Kuroshitsuji), it didn't work because he was a demon.
Can Izaya put your character in a harmful situation?
Sometimes he likes to "have fun" with people by doing things like shoving them into suitcases. It's rare that he'll outwardly strike someone or stab them outside of self-defense (unless you're a certain blond...) But would it be possible for him to if the circumstance was right? Granted, if I were to have Izaya do anything like that, I'd probably ask again just to make sure..But you know..if your character is a God or something..I'm sure they wouldn't be able to be put into that situation as is...So! Let me know!
Can Izaya cause physical harm to your character? Or something they own?
While he rarely ever actually goes out of his way to just stab someone on whim, he does occasionally want to make a point from time to time. He is a very skilled man when it comes to parkour and his flickblade. It's proven through the novels and anime that he's quick and efficient, often being able to cut things without others even being aware of it. So would Izaya even be able to cut your character or get to them?
Also- Izaya can obviously be fought against. He can try and fail. I don't care~.
However, it isn't uncommon for Izaya to bring damage to other people's property. He'll stomp on your cell phone, god damn it. But that's up to you whether or not Izaya would even be able to get something from your character or not.

***ALSO*** For all of the information-based questions, if you could ACTUALLY fill out the information in the question in the comment- that would be awesome. Like, if it's okay for Izaya to know how old your character is, put how old they are. Etc. Bullet points, paragraphs, short and simple, I don't care. If you're too lazy but wouldn't mind anyway- that's okay too. It'd just be nice for me~.
