Net Neutrality is what we have now; normally, we just call it "The Internet."
When (famous web site) launched, it was visible to everyone with an Internet connection. Some of us just consume the site's content, some of us contribute, some do both.
The people you pay for your internet connection would like to hire themselves as your bouncer. They won't tell you what you're missing and if your little Internet idea takes off, you'll be paying them to get in front of their customers.
Naturally, with such a convenient catch phrase,
the creeps are out to co-opt it.
