My partner used to be what's called a Mini-Con in my universe.
Mini-Cons have ports that allow them to interface with energy access points on our bodies. They can then "evolve" us and give us a power boost.
I thought since Swindle used to be a Mini-Con... he could still do it. But apparently he doesn't have the hardware anymore.
