Let it snow, let it snow, let it snow! )
"What causes it?" He held his arms out akimbo, letting it fall on his shirt and looking at the way it stayed there, still frozen for long moments before slowly melting into the fibers of his shirt. Already, he was beginning to feel his hair grow damp and his core temperature sinking lower, a comforting sensation when he'd lived for so many cycles as a Program dependent on a cooler environment to aid in keeping his systems from overheating.
What he wasn't expecting, however, or even sure how to take, was the way he felt his shoulders tightening and drawing in, hunching up around his neck as his teeth began to rattle in his head - gently at first but with greater intensity as he stood exposed to the "snow."

"Water evaporates, at all temperatures. It condenses at the lower temperatures up in the atmosphere - that's the clouds - and when the droplets become too heavy, they fall, and that's rain. When the temperature is even lower, the droplets freeze and become snowflakes. And that's how you get snow."
Beat.
"Which does mean that it's colder than it was, old friend. Do me a favor and run down to the apartment to get yourself proper shoes, the kind that will withstand getting wet, and a coat? The snow won't run away on you, I promise."

Axel smirked slightly and shook his head when Tron began shivering. It figured he wouldn't know to dress for the weather. Axel had noticed that Tron's room was set to be significantly cooler than the rest of the appartment, but there were limits to the amount of cold that was good for a person, program or no. "Yeah," he agreed with Flynn. "Snow doesn't melt that fast, even with me around. You'll like it alot better once you're dressed for it, trust me."
