The Rochester estate was the home of the late William H. Rochester, who had spent most of his life in the military before retiring for the arguably more dangerous life of a businessman. He managed to pull through, however, and never forgot his roots; after his death, he donated the estate for military use.
It was certainly grand enough to be used for a great number of occasions; there was a foyer large enough to be used as a ballroom, and a ballroom large enough to be used for inaugurations and... well, promotion ceremonies.
The ballroom was currently emptying out, as the ceremony had already finished. Those who had attended the ceremony were filtering into the foyer, and quite a few who hadn't attended the ceremony were filtering in as well. There were refreshments galore, and a band had been hired to provide appropriate music.
