All right ladies and gents, it's the end of the world as we know it and far too many people have been left out of the impending apocalypse. Here's what's going on, and what the characters who haven't hitched a ride on a giant dragon can do about it.

None of them are in on the fighting as yet, but that will be rectified.
I'd like for Ulquiorra and Luppi to get to release at some point during this endgame plot because... why not take last-minute advantage of two characters capable of unaided flight by bat wings and tentacle-copters? Both are more than combat capable, though given their sword-abilities and single-target Cero/Bala shots, they're less likely to be useful against a giant snake given their lack of large-scale attacks and probably better against the fal'Cie or miscellaneous monsters.
Whether their boss was/is associated with Denouement is currently a non-issue. The continent is under threat, so all bets are off. Even dodgy Arrancar working for mild-mannered megalomaniacs need somewhere to keep their stuff, so they won't be aiding the bad guys, despite their tentacletastic and/or demonic appearances.
Likewise, if I have enough time (she's... low priority for me) Hiyori will be joining in with a fight. She's got a gigantic serrated sword and a Hollow mask, so the outcome could be pretty cool, and she's useful against powerful things due to relative damage resistance and general tenacity.
Marluxia will be either fighting or taking advantage of the confusion, depending on how much time I have/who wants to do anything, if anyone.
Fang is a l'Cie. A l'Cie is somebody who has been magically altered by the fal'Cie (either with or without consent -- this is the latter case) and the appearance of those will be of the utmost concern to her. She, like Ulquiorra and Luppi, is capable of flight -- if only due to her Eidolon. She'll be going after them, if anybody wants to join her on the back of her dragon, Bahamut..? If not, it'll be assumed she's doing it anyway.
Lea will be fighting alongside Isa. I have plans for him, hurray.
Hojo will be staying out of it all. He's not a fighter. Though, I might add, he will not be taking orders from the unofficial captains, either. It's possibly the end of the world -- he will not allow himself to be confined to the infirmary looking after people in what could be his last days on Reial. He can and will shoot anybody who attempts to make him do this.
