I found this post at MATY about empty neighbourhoods, but as far as I can tell, you need Pleasantview and I deleted it. >< Is there anyway, without reinstalling, that I can get it back? Or is there another way I can get an empty neighbourhood without needing it?

No, you don't need Pleasantview for this. If you follow the tutorial step by step you'll see that they're talking about the Pleasantview template and not the actual neighborhood. ;)
