The Cabal facility in the foothills outside of Old City could be mistaken for just about any private (albeit massively large and surprisingly well-fortified) research lab. Except for the fact that it's been completely off the grid for a good three months now and is apparently still running at full power.
Thus one paranoid burnout of a former profiler sending a pair of Sanctuary heavies to figure out what's going on.
