1. Take your base in the GIMP.

2. Duplicate the base layer and set the blending mode to 'screen'. Make the opacity  43.5 percent.


3. Paste this texture by
taffee_icons onto your image. Set the blending mode to 'soft light'.

 

4. I added a bit of text and brushed some white.


5. For a more dramatic blue, paste the texture on again and set it to 'soft light'.
