So let me get this straight.
There's no functional government, law, or enforcement of said laws in this place. People are really fucking vague upon entry, and you have to hear "this is the City" at least five times before you get a straight answer where you are. Not only that, kids are expected to run free and there's some sort of vague school system and orphanage. Okay. So that means I get a free ride. Because welfare is that awesome.
Yet there's more than just humans in this place? Vile.
Though the kicker is if anything dies here, it comes back. Whatever.
