There are several reasons why the man (if he could be called such) who appears in a swirl of light in the lobby does not look surprised. The first is that he is quite obviously Vulcan, and the second is that transporter malfunctions are something he has been warned about quite thoroughly. So he simply pauses to take in his surroundings, though one eyebrow betrays him by climbing upwards.

Finding no immediate danger, he pulls the communicator from his belt and flips it open. "Spock to Enterprise. Come in, Enterprise." The communicator replies only with static. It seems (also unsurprisingly) that he is on his own.
