I'd have to watch it again to really be sure, but as I remember, I want to say that David did not ever really play the Time Lord Doctor to be sexy. He's sexy because he's an attractive guy and his suit is nice, but he doesn't really play him sexy. Which makes a lot of sense considering David's interview quotes about "there's no shagging in the TARDIS." No matter how affectionate and tender the Doctor and Rose were toward each other, it never seemed specifically sexual to me, but rather very innocent.
For how he played TenII, I think I'd have to chalk it all up to body language, the tone of his voice, kind of growling and come-hither sounding, the way he looks at Rose with a kind of physical longing in a way different from how the Actual Doctor looked at her. In a way it's almost like David played the Time Lord Doctor as too childlike or distracted to think about things on a sexual level, but when he went to play TenII he shut that part off and turned up the sexy.
As for the obvious stuff you see in the episode, I think the most obvious difference between TenII and Actual Ten were their reactions to Davros's plan. While the real Time Lord Doctor freaked out a lot, yelling "DAVROS, YOU CAN'T!" They then cut to TenII's reaction inside the TARDIS with Donna when he realizes what Davros wants to do, and his reaction is a much, much more "slow burn" kind of thing. With his chin resting on his hand, he just says to himself, "No... No way."
That COULD be just that the Actual Doctor reacted more strongly to Davros because Davros was RIGHT THERE in the room with him. But to me, it might have made more sense for both Doctors to have the same exact reaction if they were both exactly the same. I dunno, though. I can see someone arguing that it's just because one Doctor was actually telling Davros not to use the reality bomb, while the other was more separated from what was happening because Davros wasn't in the room with him.
Sorry, I know I'm rambly. Did that help clear things up at all? Basically I just think David acts more sultry as TenII than he does as the Time Lord Doctor.

Thanks for the clarification -- yes that helps a lot. I like what you said about their reactions to Davros, for some reason that hadn't stuck out to me, but you are right! =)
