"i think that in general people in high school are both old enough and mature enough to make their own decisions on drugs and alcohol."
People, especially young people, are overly eager to do what "everyone else" does. In fact, this goes on further than high school, further than college, all the way into the truly adult world. Just look at cars and houses and gadgets and gizmos. Heck, there are entire empires dedicated to making adults "hip" (sharper image, for example). This is just more acute in high school because the things that "everyone else" are doing are not healthy things a lot of the time.
Most people are NEVER old or mature enough to make their own decisions on anything. I walked past a table today that was set up collecting signatures on petitions. They have huge stacks of different petitions to sign, but the one they tell people about and have on top of the stack says "if you buy a used car, you can return it within 3 days if something goes wrong" that sounds great, so people sign every petition attached to the clipboard. hidden in the stack are petitions cutting teachers' pay, and introducing totally random proposals. and no one reads what they are signing.
so that's my thought.
however, i think you made the right decision for yourself. it looks like you gave this a heck of a lot of thought.
