To get on irc, you need an irc client. Lots of people like mirc, which runs in Windows as a standalone program, or there is Chatzilla which runs through Firefox like another tab. Those are probably the two easiest irc clients to use.
There will be a setup menu of some sort. You'll need to enter irc.freenode.net where it says network or server. The port number is 6667.
The channel I'm on is #soc.bi. It's for bisexuals to socialise, so we can happily take it over.
