That was very good.

I liked how the conversation was so matter-of-fact but Arthur's thoughts were putting more depth into it. I could see Arthur offering to marry her in order to save her from death even as early as 1.3. He especially seemed shocked by finding the evidence, arresting her and listening to her protest her innocence. Even when he was forced to arrest her, like Morgana, it was clear he thought she was innocent.

The way Gwen is thinking in this fic is correct too. She is clearly flattered by the offer but at that very moment sees it as a way to escape death - which is believable from what any of us would feel as a human.
