[Madara starts off in the shadows, but it is clear that he is outside in the ocean.  There isn't much to see yet but it's clear that he's got some...extra parts on his body.  He shifts a little once the PDC turns on

I've been testing out my new limbs since I acquired them.

So it would seem. can you breathe outside of the water?

I'm not sure at the moment if I can do that. Though I wouldn't be surprised if the Animus made it so that we could only breath while in the water.

That could indeed be the case.

Though I don't think that there probably is much on the surface. If they bothered to put the entire city underwater, I don't think they'd bother with anything up there.

I do not think anyone has found the surface so far.
